Shavitri E. Vega Blasini, PE Transmission Reliability and Outage Investigations Supervisor, LUMA

Shavitri is an electrical engineer specializing in system protection and outage analysis. She has over 24 years’ experience in all aspects of system protection including transmission, distribution, and generation schemes. Worked with all areas of the electric system, Operations, Design, Capital, Planning, Substations, Lines to ensure fault occurrences are resolved. Avitri is the author of many special protection and pilot projects. She performs specialized forensic analysis of all outages in the transmission system. Avitri is also the author of internal investigative reports including black-outs and hurricane restoration plans, coordinating with law enforcement or other regulatory agencies and the co-author of IEEE papers and author of technical documents and presentations.


Markus Erbeldinger, Ph.D. Senior Product and Engineering, AMICO Security

Dr. Markus Erbeldinger, Ph.D., worked in the security industry for 20 plus years. Currently he is the Senior Product & Engineering Manager of AMICO Security, a North American Perimeter Security provider of security fencing, vehicle barriers and ballistic walls. Markus has worked with many different utilities across the country. He is keenly aware of the changing needs based on regional or threat level differences. Yamil Morales, PE Senior Engineer in LUMA’s Protection, Automation and Control Project Team, LUMA

Yamil Morales is a registered Professional Engineer in Puerto Rico. Currently he is a Senior Engineer with the Protection and Control group at LUMA Energy. He holds a master’s degree in Electrical Engineering specialized in renewable energy and power systems from the Polytechnic University of Puerto Rico. Yamil is an experienced commissioning engineer for substation apparatus and protection and control systems. He also has experience with power plant electric systems. As a supervising engineer with the Puerto Rico Electric Power Authority he participated as a member of the first response team during and after Hurricanes Maria and Irma. Yamil is a member of the College of Engineers and Land Surveyors of Puerto Rico, and a Renewable Energy Photovoltaic Certified Installer by the Puerto Rico Public Energy Association.


Jeff Stanford Regional Sales Manager, Gulf States

Jeff Stanford has been in the security industry for four years. He is currently the Regional Sales Manager for the US South/Gulf States. Before working at AMICO, he served in the infantry in the United States Marine Corps.


Robert Vargas, MBA, PE Substation Engineering Manager, LUMA

Robert is an electrical engineer specializing in power systems. Robert has supported all major technical areas of the transmission and distribution business for over two decades, including transmission lines, substation engineering, SCADA, telecommunications, electrical studies, system protection coordination, and relay settings. He has supported many business areas, including engineering, project management, and business development. His main clients were investor-owned utilities in the United States with electric system voltages between 13.2 kV and 500 kV. Additionally, he has supported international projects in Canada and Latin America. Finally, he has led the execution of some of the most complex transmission and distribution projects in the United States, including design work for installing the first variable frequency transformer (VFT) and large-scale renewable and traditional power generation projects.


Diane Watkins, PE VP Capital Programs, LUMA Energy

Diane Watkins is a leader in the electric utility industry with over 20 years of experience in substation and transmission line engineering, construction, and maintenance as well as wholesale energy markets. She has a bachelor’s degree in electrical engineering and an MBA, both from Arizona State University, and she is a registered Professional Engineer in the Commonwealth of Puerto Rico. In 2022 she joined LUMA Energy where she is currently the Vice President of Capital Programs leading teams responsible for establishing work management systems and for executing a 1.2 billion-dollar project to clear overgrown vegetation from all 16,000+ miles of transmission and distribution rights-of-way in Puerto Rico. For IEEE PES she serves as the Vice President of Technical Activities and is the past, past, past Chair of the Substations Committee.

All meetings will take place at the host hotel, the Caribe Hilton.   Just 7 miles from the airport, set on a secluded peninsula on 17 acres of tropical landscape, this San Juan resort is situated on the beach, near the cultural sights of historic Old San Juan.  U.S. citizens do not need a passport to visit Puerto Rico.  

 The Substations Committee has contracted a block of rooms at the Caribe Hilton.  As always, we strongly encourage everyone who will be attending the meetings to reserve a room at the host hotel, or we may need to start charging extra for people who choose to stay elsewhere.  With this location, meeting our room number commitment is even more important due to several contractual caveats being tied to us hitting those contracted numbers.  We do invest a great deal of time and effort in negotiating competitive rates at venues large enough to accommodate our group in anticipation of those attending our meetings benefiting from those efforts.  Not only does staying at the host hotel help you by offering proximity to the meeting areas, but the Substations Committee does have minimum room requirements it must meet to continue providing the high level of overall meeting quality people have come to expect.
